application? (b) Can thresholds of “unambiguous exceedance” be established for various
fluorometric approaches? (c) What would be required to adapt the most promising approaches
for use by inspectors and/or to integrate them into vessels’ ballast water monitoring
systems? The workshop’s agenda is appended to this report.
Workshop participants included experts in invasive species and ballast water regulations,
academic scientists who specialize in fluorescence and phytoplankton, and representatives from
companies that manufacture fluorometers. The accompanying table lists participants’ names and
